I did apt update and then apt upgrade, and tested whether my rpicam-vid based GScrop tool did work first.
GScrop does work, even with 96x88 (540fps) and with both of my GS cameras (here for camera 0).Then I tried your rpicam-still command and the last command shows same error for me.
I never used rpicam-still before with media-ctl, so cannot say anything on whether something changed.
