Are you using the official Pi5 PSU, a different USB PD capable PSU with a 5v/5A mode, or something else?
If something else (and that includes the official PSU for the 4B) or of PD fails the Pi 5 will restrict available current shared between connected bus powerd USB device to a total of 600mA.
But if your boot partition is also on the SSD it must have sufficient power or it would not have been found. Unless your SSD or adpater has an initial low power mode.
