Saw that you said you tried allow_writeable_chroot=NO, and allow_writeable_chroot=YES, but did you restart the vsftpd service or reboot after you changed the setting?
Please try setting allow_writeable_chroot=YES and then restart the service (sudo systemctl restart vsftpd). Literally every web search hit says this is the problem, and I seem to remember this fixing it for me eons ago.
Aside: Sure hope you know what you're doing. If the vsftpd server is going to be exposed to the public internet or a large group of people, you could be setting yourself up for some disk full heartbreak by enabling anonymous users writing to your ftp server.
