That suggests that it found and loaded that file, so I don't know why you'd still be getting those warnings. Maybe try a few different values for that timeout, ranging from one to several seconds, and see if they have any effect at all on when you get that warning? Perhaps also set the environment value LIBCAMERA_LOG_LEVELS to "RPI:0". That should give you some debug, but search for "timeout", and you ought to be able to see if it's got that value.
After that, I'm not sure what to try. Presumably you need it to avoid resetting the camera just because it's sat there waiting - it wasn't clear to me what else you were wanting to try.
