You can install a webserver (e.g. lighttd) and PHP. Then write php scripts and shell scripts to toggle GPIO pins or whatever. You need at least a power cable and a console set (mouse keyboard HDMIscreen). Maybe I don't understand what you want.
I don't want to run keyboard and mouse.
