Which Raspberry Pi model does the OP have?
It's a Raspberry Pi 5, 8GB.
Which OS have you installed? It changes with Bookworm to use a kernel parm rather than a line in config.txt
I have Raspberry Pi OS Bookworm
(also, your HDMI modes are for HDMI, which is different to how composite is configured)
It will also depend on the required TV standard; and whether full scan, a close fit to the screen, or a safe crop is required
TV standard is PAL(50), and I'm looking for full scan (entire 576-line height)


I've attempted setting the resolution properly in cmdline.txt, which appears to have forced all non-graphical sessions to the default resolution, including the safe borders (something like 704x432, I can't remember the exact number, not important)

Edit: I forgot to mention, the session is an X session, as I prefer how X handles an interlaced signal
