To turn the camera on via the usb connection, first you need to find out if such thing can be done from the camera's manual or any documentation that may be available from the maker. Some can be woken up like that. Some can't. Google up the make and model of your camera, then go from there to figure out what it can and can not do.
Worse case scenario you can connect a servo to the pi and program the pi to turn the servo until it hits the camera's button that takes the pictures. Most cameras will wake up when that button is pressed. If yours does not, you should still be able to use a servo to physically control the camera's on/off button.
