Only if you take another simple board that is dedicated for camera streaming, so not a Pi4, power consumption is lower.
Or maybe use old camera stack as that takes almost no CPU power, only GPU. I use that on a Pi0, but I haven't measured power consumption.
There is https://github.com/bluenviron/mediamtx, that streams direct from camera into webbrowser.
do you know if the flask use the GPU ?
