You may want to edit the "short" exposure mode in the camera tuning file to match your requirements better.
For the IMX378, you'll need to find the imx378.json file, usually somewhere under /usr/share/libcamera/ipa/rpi (or /usr/local/share/libcamera/ipa rpi if you have built libcamera locally). My top tip is always to insert some garbage into the top of the file and check that the camera _doesn't_ start, just to be sure you're editing the right file.
Then search for "exposure_modes" and look for "short". If you're unsure how to change those parameters, check out the "Exposure Modes" section (page 34) of the tuning guide.
