All targets are selected following a Wire Reset, and remain selected unless a TARGETSEL command is received, which selects a single target.

also in the stuff you quoted it says than target selection response must be ignored.

if you use the correct target selection process on the RP2040 then things work as expected but if you don't then the RP2040 will sometimes give kind of weird responses.

So I guess they all talk over each other so if you don't stop this right at the beginning they may get into state where they miss target selection later and don't stop. also one should ignore all responses as long as more than one target is responding.
