For interoperability with Windows use FAT32, exFAT, or NTFS.
For widest interoperability use FAT32 as that's the closest thing we have to a universal file system and it's understood by much more than just computers.
For use only with Linux machines use ext4 (or another Linux filesystem).
RPiOS with desktop should mount the drive on hotplug.
