https://en.wikipedia.org/wiki/List_of_WLAN_channels is your friend at this point. 161 is legal in the UK, but only for short-range devices, and I don't know if the firmware supports that; none of mine list it as a supported frequency. Why your phone's hotspot is using it I really have no idea.My issue is specifically that my phone is "broadcasting" the hotspot on channel 161, which I believe is not a legal channel in the UK and the Pi doesn't even scan that frequency so my Pi only connects at 2.4GHz (successfully).
