This is latest 64-bit Raspberry Pi OS, on a Pi 3B, a new installation using labwc.
In the main menu editor, under the Internet category, Dillo is checked but does not appear in the main menu itself, when you click on the raspberry icon and hover over the Internet category.
BUT, if you uncheck DIllo and get out of the Main Menu Editor, then go into the Main Menu Editor and check DIllo on again, it DOES appear.
