Pi.com documentation shows that the OTP method must return a particular result otherwise the OTP has not been flashed. Why would I think they have made an error in the documentation?
I have pointed out that the results you have posted show that the interpretation of Bits 29 and 28 confims that the OTP has been modified to support usb booting in line with the Raspberry Pi documentation. I have also pointed out Raspberry Pi documentation that states that Bit 11 has no public significance.
If you don't wish to proceed, that is your choice. if you want to question the accuracy of the Raspberry Pi documentation you could do so in their Issue Tracker - https://github.com/raspberrypi/documentation/issues
