Windows 10 laptop (dell inspiron 15 5000)

Did you enable internet connection sharing on that laptop? If you didn't it'll probably be using a self assigned link local IP v4 address.

RPiOS Bookworm (the latest) uses Network Manager. Network Manager does not play nice with network links that do not have a DHCP server. For one potential solution see viewtopic.php?t=364247
