Switch to Pi Zero W. The power consumption is higher but this should not matter too much. If you wanted to increase cost you could manage power with RP2040.

Serving files with HTTP is possible. However it is expensive. Microchip had something like this under their TCP/IP stack. (It's kind of a mess though. Has limitations.) You can get into old school multipart transfers, which are a lot of fun on low resource processors put together like a genius. It's just like so many subsystems people have neglected over the years. (I guess its too many to even fully know at this point. Someday in a better place perhaps.)
