i want a raspi (preferable a pico) two wires in form the doorbell, two wires out to the telephone jack in my fritzbox.
perhaps some components to get the power/current right, but nothing more

So the pi must generate the of-hook mode and the dailing of the tones

my questions:
1: is this even possible on the pi/pico/zero?
2: Where to start looking for code?
3: better/other solutions?
(No "of the shelf" products, way to expensive for me)
4: how can i generate the "off hook" and dialing signals?

I hope someone can help me with this

Not possible. You can't conect a Pico 3.3v logic to an analog telephone line.
You need circuitry to do that. That is basically what a modem is.

If you really don't want the cheap reliable off the shelf option that you can control from a Pico with a few simple commands you will have some work to do. And be careful not to fritz your fritzbox or pop your Pico!

Here is some info on interfacing audio to a phone line (for the DTMF tones)
