It might be a glitch on the power. You could try connecting your camera via a powered USB3 hub that you leave connected to the Pi.
Does it all work if you power up with camera already connected?
You could power the GPS with a separate supply.
How much power does the USB camera need? Is it a typical webcam or a Astro cam?
Does it do more on a USB3 connection than USB2? Presumably it does or you would be using it on USB2.
Are you certain it's the GPS that stops sending, rather than the Pi stops receiving?
How do you get the GPS working again? Disconnecting and reconnecting GPIO power to it?
Something like this could to driver code that starts doing something once the camera is detected. In that case alternative power arrangements will make no difference, but you will learn something about the problem.
