That's all perfectly sensible, although it isn't what I'd do personally. I'd run PiOS or Debian with NFS and / or Samba natively, and run HA under KVM / libvirt, but there should be nothing stopping you from running both in VMs should you so wish. A 16GB Pi 5 is likely overkill, and should handle both workloads more or less at idle.
If you're going to run OVH as a VM, look at passing the USB drives directly to the guest OS -- not difficult, although you'll need to read the docs as I've not done it in a while -- for performance. This will also ease the transition to a dedicated host later, should you need to.
