The LSB bits (0xd) indicate that secure-boot has been irreversibly enabled in OTP

"Is there a way to permanently disable this feature so kids don't brick more pies in the future?"

No, since it's a Pi4 they must have already:-
    • Erased the SPI flash to get into nRPIBOOT mode
    • Selected a GPIO for use as RPIBOOT
    • Followed the secure-boot tutorial, uncommented config.txt options to revoke the devkey - each of which carries a warning message
    • Signed and programmed a bootloader EEPROM
I'm quite impressed that they got this far.
