"Not working" may mean a lot of things. I would start by checking voltages. If the module is supposed to boot I would monitor the ACT led with an image that has boot console enabled (assuming that you have a compute module that is working on another carrier board).
Is the CM5 SD card or eMMC version? If SD, I can't see a pullup resistor on the SD_PWR_ON line.
