I would not recommend that for a Pi5, it should not cause damage but might, and may not work well. It is well short of the recommended 5A, though 3A is enough if there are no power-hungry peripherals.
The other specs you list are not suitable and those with more than 5V will cause damage.
Recommendation: buy the official Pi5 PSU, it is low cost, high quality, and just works.
