Try your overclock, see if it helps.
Also check what is actually happening, see if it is throttling, see if it has undervoltage (and so throttle), see if its the network people used to setup MC servers and lesser Pi for years.
Check on processor usage.

Maybe give your software setup, OS, Server type etc so those in the know of MC can help.

Then just blow 70mm or so fan slowly over it keeps it cool works for me without a small sink on it. I nice large sink will not harm it of course. Smaller tend to spin fast and be noisy.
