You have to do the I2C configuration properly. Take a look at the Adafruit content and see if you have done this part meticulously.

If there is no problem with the I2C configuration, run the I2C scanner code and see if the Raspberry Pi detects the PCA96858 board. You can also check the PCA96858 and servo motor separately, you can take help from the following content.
