I don't think the Python Org has done a good job of conveying that all you need to do is explicitly run the Python for the VENV. In your case

Code:

$ /home/eng/pythonvenv/bin/python /home/eng/Hyperion/HypModular08.py

You don't need the Activate step just to run the program
