Short answer, if you have power problems the easiest solution (for most setups) is to purchase the official Pi 27watt PSU.

@OP:
A wattage rating should be treated as marketing speak as that's what it is and by intent. What matters is the actual V and A combinations supported by the PSU. You can't put 65W though a USB C connector without switching to a voltage higher than 5 which no Pi model supports.*
Having said that, it might not be a lack of power issue at all. It might be an issue with cable quality between PSU and Pi. Plently of folks are running Pi5s on 15W (the default from a PD PSU). Low quality cables tends to result in more voltage drop and an under voltage warning.
