A key first test is to determine whether you can print directly from the Pi.

If you can't, get that working then fix network printing. Printing from the Pi via the loopback interface may be a first step in that as it removes factors related to your router.

You mention setting a static IP address for the Pi. How and where did you do that?

If you did that on the Pi you may not have done so correctly. With Bookworm both dhcpcd and ifupdown have been dropped in favour of Network Manager. That means dhcpcd.conf, /etc/network/interfaces, and any files in /etc/network/interfaces.d will be ignored.

You also said "It's been a few years since I did this". That implies you may have previously done it on Bullseye or Buster. A lot changed with Bookworm so it might be worth trying with the Legacy (Bullseye) image(s).
