If memory serves me right it's because CM4 doesn't have the type C 5.1K pulldown resistors (they are one CM4IO).You can use a CM5 in a CM4IO but not a CM4 in a CM5IO. Cannot remember the exact reason.
CM5 has them internal so that an IO board doesn't need them. This means that the type C PSU doesn't detect a board attached when you put a CM4 in a CM5IO board.
