I think the original Pi 4 firmware did not support USB boot and maybe not network boot either.does it display anything on the hdmi screen when you turn it on?
can you post a photo of what its showing?
If one damages the SD card slot when removing the Pi from a case, I think it's possible one could use a wooden laundry pin to press it together to the point it will boot. Then flash the firmware for USB and network boot.
After that an SD card is no longer needed.
