Raspberry Pi is just a tiny PC. It runs Linux, and can run a browser. It's also very cheap, so you could grab one and experiment.
You can certainly set it up to start with the GUI visible, and run the browser. If the homepage is set to edispatches then it ought to show up automatically.
If you set it up to boot in read-only mode then no problems should occur if the power fails, and it should come up as you expect when power is restored.
