Problem solved. In fact the Pi Zero was not connected to the WiFi dongle. I was confused and accidentally disconnected the Pi from the USB hub when I plugged the keyboard in!
So if anyone else gets this error message with a Pi Zero, it probably does mean that there is no WiFi device connected to the USB.
