With the exception of a very small number that can also affect the firmware, overlays can do nothing except activate and configure Linux drivers. Avoiding drivers is going to make things difficult.

I suspected this would be the case, is writing a driver the preferred solution for this sort of thing then? Distributing the driver is a concern for me but not a major issue.
