When I first used the sdk (1.5.1) I found that to get it to work I had to to copy the file:
pico_arm_cortex_m0plus_gcc.cmake
to:
pico_arm_gcc.cmake
It may not be "proper" but after that everything seemed ok (apart from picotool, but that's a well documented area on the forum)
