Are you sure its the converter? In my experience they generally 'just work'.

Have you tested the serial output of the GPS without all the other cruft in the way? Or with a different serial converter?
You could connect the GPS to one of the Pi's internal serial ports, provided you use a potential divider on the GPS output to keep the input to the Pi below 3.3V.

Is the fixed position/velocity you are getting down to no data from the GPS, and something in the chain retaining the last 'good' information? Or possibly poor GPS reception, so the GPS is outputting historic data (does the time field in the data change?)
