Why would anyone (individual, company, country) spend billions on something and give it away? Who can actually afford to do that (apart from billionaires and they are mostly quite careful with their money).The big hope is that China or India, and others, invests billions in bringing RISC-V up to par, release it all for free for the benefit of the world rather than for a corporation and its share holders.
