What kind of serial adapter is it? Some are reliable, some are less so. Perhaps my least favourite are the ones from Prolific Technology, but maybe that's because they're often cheaper.

I'd be surprised if the device is drawing too little power. Linux is pretty good (too good, sometimes) at limiting current draw, and will typically limit the device's current to its MaxPower value (listed in "lsusb -v").
You're also running a completely ancient OS. I'm sure there have been system improvements since then.
