Whenever I try to plug my pico 2 w into my computer, it does not load. I have tried multiple cables, 2 devices, and have been holding down the BOOTSEL button.

Perhaps they have all been 'charging' cables that don't carry data?
Maybe explain in more detail: " I try to plug my pico 2 w into my computer". How is it plugged in? Using what cables and connectors? What specifically is 'my computer.'
tl;dr: The mass storage device interface that pops up when applying power while BOOTSEL is pressed is built into the RPi Pico 2 W board. There is nothing to go wrong, or to reset. It is very unlikely that you have been supplied with TWO Dead On Arrival boards.
(Of course, it is possible that someone has done something 'silly' since they were delivered and killed them... )
