If you only use RPI for turnkey solutions why not simply check
- Plex
- Kodi
- LibreELEC
They all have communities with thousands of people who already do what you want.
Otherwise what you ask for is all possible by installing and configuring services one by one
- RPI and OS come with a browser and 4K support and 2 HDMI ports. Plug it to your TV, you're almost there !
- install a compatible VPN
- there are multiple ways and protocols to control your RPI remotely, choose the one you prefer
- or add a remote control like for your TV
No one will do it for you... But if you go step by step it's not that hard. Just search or ask one question for a single topic at a time like

- control my PI from a phone ?
Both have existing answers in this forum btw...
