You download or create your own OS images locally and flash them to your SD card (or "disk") with Imager without being connected to the internet. However you might need the internet pretty soon to update/upgrade the system or install new applications.So do i need Internet with rpi imager
or i can work and offline with the rpi imager?

Do do this in Imager, in "choose os", just use the last option "Use custom" (down the list) to, as clearly indicated, "select a custom image from your computer". (Note it does not say ".iso" here... Also note images can be compressed)
