Okay, so it seems like two of your ports are only running at USB 2.0 speeds (480M). First, try plugging in a USB 3.0 device and cable that you know works. Also, make sure your firmware is up to date. If they're still stuck at 480M after that, it's probably a hardware or firmware issue with the port switching. You should get in touch with Raspberry Pi support about it.
