It is not PXE, RPi does some proprietary loading of files via TFTP. Call it 'netboot'. It works stable from ROM on 3B+ (if peer is GbE). Older need replacing bootcode.bin from SD-card, newer is anyway not ROM (but EEPROM). It is fairly easy to understand and follow if you enable DHCP logging in dnsmasq 'at the server side'. You will need that almost always or else maybe wireshark or keep looking into the dark.
