1. You might get to the relevant developers more directly by opening an issue on the documentation github.
2. For headless zeros I find there are two key pieces of equipment (three if your zero doesn't have the headers fitted):
   • A USB ethernet adapter (and OTG adapter if required.)
   • Something that can talk 3.3v TTL serial to it e.g. another Pi or a USB to 3.3v TTL UART. You'll need to enable the UART in the zero's config.txt.
   • (A pogo pin clip)
3. Have you looked at sdm? I don't use it but AIUI it can do what you want and much more.
4. Have you looked at the recent introduction of cloud-init?
