Are you using any series resistor on signal wire like seen on the Internet?
Try to measure the voltages (with a multimeter) when 'test normal pin behavior that always detects the val as being 1'.
This can be affected by E9, but can use a transistor to overcome it if the sensor has a very weak output (or has a >20k series resistor).
