I'm working with an RPi4 and the new Bookworm OS 64-bit Lite. I'm trying to get the Pi4 to act as a wireless hotspot/access point however no matter what I do it won't configure the Wi-Fi country code. This means that the access point fails to start and I can't even do an 'iwlist wlan0 scan'.
Running iw reg get shows that the country code has been set but not for 'phy#0' which is presumably the physical NIC.
I've tried setting it via raspi-config as well as the Raspberry Pi Imager to no avail. I've tried using both hostapd and NetworkManager for hotspot and neither work.
I did get a small amount of success by telling hostapd to use a channel width of 20Mhz and channel 6, which is the only channel available in country blocked mode (probably legal anywhere).
Please can someone teach me the new magic? It seems the days of rfkill unblock wifi are over.
