I did .... before measuring the voltage ... Possibly the 40pin bus controller is fried ? The PI still turns on when plugged in with the PI plugin adaptor .I hope you didn't supply your Pi with 16V. The results will not be good unless you like your Pi fried. The upper voltage limit for the supply to a Pi is 5.25VHi,
You still have not stated the type of DC-DC converter you have.
Is it a buck converter (probably) or a boost converter (probably not)? You need a boost converter.
The part is MT3608 2A boost converter .

What to use to bump the voltage to 5.25 if TP4056 gives already 4V ? Or are there any alternatives ? Should I better use the Adafruit Powerboost 1000 ?
