I tried this experiment for you:
1) Boot master. Flash is working normally.
2) Disable QSPI pads on master, release reset on slave. Slave boots from flash.
3) Assert reset on slave, re-enable QSPI pads on master.
4) Access flash on master and observe pads with scope.
As expected, at the end of that test the master flash was working and the scope showed no contention on the pins.
