From what I can tell it's due to the way the jpg code is embedded in the program - Debian are rightly concerned a security issue or bug with the original codebase may not get the fix applied to a copy.
Building it yourself is fine if LGPL fits your use case.
As for converting the files in Python - I did not do JPG in my code (output was BMP for an eInk display) but StackOverflow has this example - 4 lines inc the import![Very Happy :D]()
