I don't think you need PULL_* if it's an output. You're setting the value, after all, so it shouldn't float. With or without the option, I can make code copied from your example change the value of pin 8.
What are you using to drive the relays (and protect the GPIOs)? Are your relays compatible with 3.3 V logic?
