As detailed in viewtopic.php?t=376561#p2265686, this migration means replacing symlinks in /etc/systemd/user/default.target.wants and /etc/systemd/user/rpi-connect.service.wants with individual ones in each user's ~/.config/systemd/user directories.

- Show desktop notifications via wfpanel whenever a screen sharing or remote shell session starts
- No longer automatically enable the rpi-connect service for all users on install (existing users will have their globally-enabled services migrated to user-specific ones on upgrade), instead users can opt in for individual accounts
- Add new rpi-connect on, rpi-connect off CLI commands to enable and start, and stop and disable all required services for the current user
- Add a new rpi-connect restart command to restart any running services for the current user
- Automatically restart any running rpi-connect services when upgrading the package
- Automatically stop the rpi-connect service when uninstalling the package
