Anybody could but it doesn't mean somebody will. Something like this would take at least a year of full-time work by a team of people who've done this before. Obviously no one is insane enough to waste their time like this for free, and without official support from RPi it would still be all pointless in the end.
I thought that was what Open Source was all about ?
Certainly the Circle bare metal system has involved a huge amount of effort by one person but is very stable and we used it in one product.
FreeRTOS is another example. And isn't there a group of people trying to back-engineer nVidia's Windows hardware drivers to create a Linux driver ? That surely is much harder.

But totally agree it would be best if RPL led any effort on this front.
